Is there really a need for dogs to foul anywhere? Clearly the answer is "no"!
A concerted effort to train all dogs to do this will eliminate the problem and this blog will the be able to focus on something trivial instead.

Correct me if I'm wrong - but I didn't see the dog flush the toilet nor wash its paws when finished ... hardly a good example to set :-)
The journey of a thousand miles begins with a single visit to the toilet. I hope this clarifies things.
